Para que um serviço de saúde tenha um conhecimento atualizado e estruturado das condições de saúde da população do seu território, é necessário um adequado planejamento de suas ações e utilização de instrumentos viáveis e factíveis no seu cotidiano. Assim, a análise das informações disponíveis é importante, especialmente aquelas referentes e provenientes de indicadores locais. Estas, na sua maioria, são oriundas de algum sistema de informação em saúde (SIS). Os SIS têm a intenção de facilitar a formulação e avaliação das políticas, planos e programas de saúde, subsidiando o processo de tomada de decisões, a fim de contribuir para melhorar a situação de saúde individual e coletiva. Descreveu-se a percepção dos diferentes atores integrantes dos Núcleos de Saúde da Família envolvidos no manuseio dos SIS utilizados nestas unidades no município de Ribeirão Preto. Estudo exploratório e descritivo com abordagem qualitativas utilizando-se de entrevistas semi-estruturadas, individuais e gravadas, com 37 profissionais de saúde, dentre médicos, enfermeiros, auxiliares de enfermagem e agentes comunitários de saúde de cinco equipes de Saúde da Família de Ribeirão Preto. Foram realizadas entre janeiro e março de 2006. Utilizou-se do método de análise de conteúdo para alcançar os resultados esperados. Na atenção básica temos o Sistema de Informação da Atenção Básica – SIAB como o principal SIS utilizado nas Unidades de Saúde da Família, quando não o único informatizado. É dele que provem a maioria dos instrumentos e fichas que a equipe preenche e tem como fonte de informações. Os profissionais de saúde, em sua maioria, o tem como uma ferramenta de trabalho poderosa para melhoria de perfil epidemiológico, mas que é subutilizado. Esta subutilização na visão deles se dá devido a: limitações e falhas do sistema; por ser puramente quantitativo; pela fragilidade no conhecimento da equipe e despreparo para extrair toda sua capacidade; por uma ausência de treinamentos; e pela falta de incentivo para análise dos dados em nível local. Um bom SIS depende da periodicidade do fluxo de fornecimento dos dados e de um criterioso preenchimento dos instrumentos de coleta. Além disto, que proporcione relatórios e resultados viáveis para utilização no planejamento de atividades das unidades. Mas é necessário que as pessoas envolvidas na sua manutenção tenham clareza sobre suas possibilidades para assim conseguir extrair o seu potencial e transformar em uma realidade local, detectando focos prioritários, levando a um planejamento das suas atividades e a um norteamento e execução das ações da equipe de forma adequada. O SIAB apresenta debilidades e deficiências, mas alguns profissionais também apresentam dificuldades na hora de manipulá-lo, tanto na alimentação do SIS quanto na análise crítica de seus relatórios, pois isto não é adotado como rotina nas unidades.

For a health service to have up-to-date and structured information about the health conditions of the population in its territory, an appropriate planning of its actions is necessary, together with the use of viable and feasible tools in its daily routine. Thus, analysis of the information available is important, especially related to, and obtained from, local indicators. Most of this information originates from some health information system (HIS). The objective of HIS is to facilitate the formulation and evaluation of health policies, plans and programs, subsidizing the decision-making process in order to contribute to the improvement of the situation of individual and collective health. To describe the perception of the different professionals belonging to Family Health Nuclei involved in the management of HIS used in these units in the municipality of Ribeirão Preto. This was an exploratory and descriptive study based on a qualitative approach using semi-structured individual recorded interviews with 37 health professionals such as doctors, nurses, nurse technicians and community health agents belonging to 5 teams of the Family Health Nuclei of Ribeirão Preto. The interviews were held between January and March 2006 and the content analysis method was used to achieve the expected results. For basic care there is the Basic Care Information System (SIAB in the Portuguese acronym) as the major, or the only informatized, HIS used at Family Health Units. The SIAB is the source of information and provides most of the tools and the forms filled out by the team. Most of the health professionals use it as a powerful work tool for improving the epidemiological profile, but this tool is under-utilized. According to the professionals, this under-utilization is due to limitations and faults of the system, which is purely quantitative, to the fragility of the team’s knowledge and lack of preparation for exploring its full capacity, to the lack of training, and to the lack of incentive of data analysis at the local level. A good HIS depends on the periodicity of the flow of data supply and on judicious filling of the collection instrument. In addition, it should produce viable reports and results to be used in the planning of the activities of each unit. However, the persons involved in its maintenance need to have a clear view of its possibilities so that its potential may be extracted and transformed into a local reality, permitting the detection of priority focal points, leading to a planning of the activities of each unit and to guidance and adequate execution of team actions. The SIAB presents weaknesses and deficiencies but some professionals also present difficulties in manipulating it both regarding feeing of HIS data and a critical analysis of its reports, since these procedures are not routinely adopted at the units.
