Essa pesquisa trata da obra do Arquiteto João Filgueiras Lima- Lelé (1934-2014) produzida em Salvador durante as duas gestões do Prefeito Mário de Mello Kertész (1979-81 e 1986-88). O interesse de tal recorte se dá pela contribuição do arquiteto no campo da pré-fabricação para a arquitetura pública, que abrange tanto edificações de uso institucional quanto equipamentos públicos, espaços livres, mobiliário e infraestrutura urbana, em sua destacada atuação na cidade. A investigação buscou lançar luz sobre sua trajetória, desde a formação no Rio de Janeiro até a experiência em Brasília, de maneira a compreender a interação entre aspectos construtivos e projetuais e seu desdobramento em construções industrializadas na escala urbana. Ainda, procurou-se compreender a relação entre seus projetos para Salvador e uma cultura urbanística local, a partir da lógica sistêmica e unidade conceitual e produtiva do arquiteto. Foi identificado um conjunto de peças de planejamento urbano e mecanismos de financiamento a que se remetem os projetos de Lelé, evidenciando tanto suas correspondências quanto as inovações propostas pelo arquiteto. Por fim, tratou-se de evidenciar a relação entre planejamento e projeto em Salvador a partir do conhecimento de sua experiência em Abadiânia-GO, onde desenvolveu conceitualmente uma proposta de planejamento urbano que abrangia tanto projetos arquitetônicos quanto um plano de desenvolvimento socioeconômico - ratificando seu trânsito entre diferentes escalas e a importância do seu legado na intersecção de arquitetura e urbanismo.

Abstract in English
This research deals with the work of the Architect João Filgueiras Lima- Lelé (1934-2014) developed in Salvador during the two terms ofMayor Mario de Mello Kertész (1979-81 and 1986-88). The interest of such selection lays on the architect's contribution in the prefabrication field for public architecture, covering both institutional buildings and public facilities, from open spaces to furniture and urban infrastructure, under his outstanding performance in the city. The study aimed to shed light on its history, from his instruction in Rio de Janeiro to the experience in Brasília, in order to understand the interaction between constructive and projective aspects and its impacts on industrialized constructions in urban scale. Still, it aimed to understand the relationship between his projects to Salvador and a local urban culture, from the systemic logic and conceptual-productive unity in his work. It was identified a set of urban planning pieces and financing mechanisms related to the projects by Lelé, demonstrating both their matches as the innovations proposed by the architect. Finally, it intended to highlight the relationship between planning and design in Salvador from the knowledge produced in Abadiânia-GO, where he conceptually developed an urban planning proposal covering both architectural projects as a socioeconomic development plan - confirming its transit among different scales and the importance of his legacy at the intersection of architecture and urbanism.
