A desigualdade social gera inúmeros problemas em diversos aspectos, inclusive na questão habitacional. Os cortiços são parte deste problema, uma vez que neles, os moradores são explorados pelos sublocadores ou intermediários, tendo que pagar altos preços de aluguel em relação a pouca metragem quadrada e as péssimas condições de insalubridade. O problema habitacional na cidade de São Paulo tem se intensificado ao longo dos anos. A precariedade nos cômodos, a falta de iluminação e ventilação, a umidade, a falta de espaço, além dos altos preços dos aluguéis, ainda é fato corrente nos cortiços. A pesquisa consiste no estudo de trinta cortiços localizados na cidade de São Paulo, mais precisamente no "centro expandido", área equipada de infra estrutura e saneamento, nos seguintes bairros são: Mooca, Brás, Pari, Belém, Liberdade, Bela Vista, Cambuci, Santa Cecília, Barra Funda. Foram vistoriadas trinta residências que ao longo do tempo se tornaram "cortiços". São residências construídas entre 1890 e 1970, em sua maioria estilo eclético, Algumas delas são tombadas pelo patrimônio histórico de São Paulo, outras não; mas, mesmo assim, todas fazem parte da paisagem arquitetônica e histórica da cidade. Nosso objetivo principal neste trabalho foi inicialmente demonstrar por meio dos resultados obtidos nessas vistorias, a situação atual de cada cortiço e sua adequação a Lei Moura sob n°10.928 de 8 de janeiro de 1991 - Projeto de Lei n° 504/89, do vereador Luiz Carlos Moura. Também verificamos e analisamos a atuação da Prefeitura e do Estado junto à população encortiçada através dos seus programas habitacionais e metas, objetivos e fiscalização para se fazer cumprir a lei em vigor. Procuramos igualmente averiguar a situação atual desses cortiços, verificando se a precariedade ainda se faz presente, pretendendo contribuir para a verificação da situação atual de parte dos cortiços na cidade de São Paulo, visando uma análise crítica para melhor aplicabilidade da Lei Moura em prol da moradia digna.

Social inequality generates numerous problems in many aspects, including the housing issue. The tenements are part of this problem, since in them, residents are subleased or exploited by intermediaries, having to pay high rental prices for the little square footage and terrible unsanitary conditions. The housing problem in the city of São Paulo has intensified over the years. The precariousness of the rooms, the lack of lighting and ventilation, humidity, lack of space, besides the high rents, it is still actually running in the slums. The research is the study of thirty tenements located in Sao Paulo, more specifically in the "center expanded" area equipped with infrastructure and sanitation districts are as follows: Mooca, Brás, Pari, Belém, Liberdade, Bela Vista, Cambuci, Santa Cecília, Barra Funda. Thirty households were surveyed over time become "slums". They are homes built between 1890 and 1970, mostly eclectic style, some of them are declared as World heritage of São Paulo, some not, but even so, all part of the landscape architectural and historic city. Our main objective in this work was first demonstrated by the results obtained in these surveys, the current status of each tenement and its suitability for Moura Law No. 10928 of January 8, 1991 - Bill No. 504/89, Alderman Luiz Carlos Moura. Also check and analyze the performance of the City and State among the population who live in tenements through its housing programs and goals, objectives and supervision to enforce the law in force. We also seek to ascertain the current status of these tenements, checking that the instability is still present and contributing to the verification of the current situation of the slums in Sao Paulo, seeking a review for Moura better applicability of the law in favor of housing worthy.
