Dois objetos com ricas estruturas ambientais e paisagens relevantes são analisados: São José dos Campos e San Luis Obispo. A reflexão sobre o município paulista, com contribuições californianas, possibilita ampliar a análise para além dos padrões estabelecidos em São José dos Campos, ao observar, especialmente, os contrastes entre a forma como a área urbanizada se relaciona com a paisagem e o ambiente, a qualidade dos Sistemas de Espaços Livres de Interesse Público, as estruturas de gestão e os resultados que suas ações produzem sobre o espaço. A base conceitual utilizada para subsidiar as avaliações dos Sistemas de Espaços Livres de Interesse Público aproximado e ampliado para São José dos Campos e San Luis Obispo se apoia em três conceitos: paisagem, meio ambiente e Sistema de Espaços Livres de Interesse Público de lazer e conservação. Os espaços livres de lazer e conservação, que compõem os sistemas, são verificados em ambos objetos a fim de conhecer suas categorias, funções, distribuição e qualidades. Investiga-se a forma como a população utiliza os espaços livres de lazer e conservação, considerando os usos, as frequências, a percepção que possui dos espaços e os hábitos culturais. A implantação dos espaços livres de interesse público de lazer e conservação são avaliadas, compreendendo que o nível da qualificação do sistema (bom - São José dos Campos / ótimo - San Luis Obispo) envolve a qualificação dos recursos potenciais, dos espaços qualificados provenientes das estruturas de gestão pública, das pressões da iniciativa privada, dos poderes Legislativo e Judiciário e movimentos sociais que atuam na produção do espaço. Esses fatores, associados às distintas realidades socioeconômicas e ao suporte físico, interferem na qualificação do sistema.

Two places with rich environmental structures and vital landscapes are analysed: São José dos Campos and San Luis Obispo. Its reflections on the "Paulista district", discussed together with the Californian setting, may help improve future open space analysis beyond the established standards in São José dos Campos, when observing, in particular, the differences between the way urban areas are interconnected with the landscape and the environment, the quality of the Open Space System of Public Interest, the open space management structures and the results which management actions produce in space. The conceptual basis used to support the evaluations from Open Space System of Public Interest nearly and expanded to São José dos Campos and San Luis Obispo relies on three concepts: landscape, environment and the Open Space System of Public Interest of leisure and conservation. The open spaces of leisure and conservation which are part of the system are analysed in both due to know the categories: functions, distribution and qualities. There is also an investigation of how the population use open spaces for leisure and conservation, considering the uses, the frequency, and the perceptions that users have of these spaces and cultural habits. The implementation of open spaces from public interest of leisure and conservation are analysed, understanding the classified levels from system (good - São José dos Campos; great - San Luis Obispo) which involves the eligible potential resources, the public space itself coming from the structures of public management, private initiative pressures, also from Judiciary and Legislative Power and social movements that act in the production of the space. All this combination of factors related to different socio-economic realities and levels of physical support interfere in how a space can be qualified.
