Nos últimos anos, no Brasil, programas como o Minha Casa Minha Vida (PMCMV) e o Plano de Aceleração do Crescimento (PAC) foram responsáveis por grandes investimentos públicos no setor da construção, os quais possibilitaram amplas mudanças no espaço urbano. A construção de moradias com o objetivo de diminuir o déficit habitacional no País foi uma das metas destes programas. Entretanto, nota-se que a qualidade dos projetos e sua relação com a cidade foram deixadas a um plano secundário, fato que agrava os problemas sociais e territoriais, gerando preocupação do ponto de vista acadêmico. Nesse contexto, a pesquisa teve como objetivo compreender a evolução histórica do processo de avaliação crítica dos projetos de HIS (Habitação de Interesse Social), principalmente a partir da década de 1960, quando as alternativas ao Movimento Moderno difundiram-se por todo o mundo. A hipótese colocada por este trabalho é que, atualmente, os instrumentos existentes para avaliar os projetos de HIS no Brasil são insuficientes para sua aplicação na escala exigida pelos grandes programas nacionais, como o PMCMV. Nesse sentido, a pesquisa evidencia, em cenário nacional, a necessidade do estabelecimento de diretrizes metodológicas desde o ponto de vista da relação entre arquitetura e cidade, fundamentais para o aprimoramento da qualidade dos projetos e para que o desejado avanço no campo habitacional seja igualmente percebido em nossas cidades.

Recently, in Brazil, programs such as: Plano de Aceleração do Crescimento (Acceleration Growth Program - PAC) and Programa Minha Casa Minha Vida (My Home, My Life Program - PMCMV) were responsible for great public investments in the homebuilding sector, which enabled major changes in the urban space. One of their priorities was to stimulate housing construction in order to reduce the national housing deficit. However, it is noticeable that the quality of the projects and their connection with the city were left aside, which further aggravates social and territorial problems, raising concerns from an academic point of view. In this context, the research aimed to understand the historical evolution of critical evaluation process of social housing projects, mainly from the 1960s onwards, when alternatives to the Modern Movement diffused throughout the world. The hypothesis raised by this study is that, currently, existing tools for assessing social housing projects in Brazil are insufficient for their use on the scale required by large national programs, such as PMCMV. Thus, this research evidences, in the national scenario, the pressing need of new formulations that account for the relation between architecture and city, essential to the quality improvement of housing projects and consequently of our cities.
