O planejamento urbano de Curitiba consolidou-se como "modelo" de intervenção para grandes centros. A premissa é de que esse reconhecimento ocorreu em razão das propostas articularem questões como desenvolvimento urbano, meio ambiente, valorização do espaço público, identidade urbana, patrimônio histórico, respeito à escala da cidade e melhoria da qualidade de vida aos usuários e moradores da cidade. Ao longo da década de 1970 e nos primeiros anos de 1980 foram realizados importantes projetos urbanos que marcaram a paisagem e definiram a expansão e o crescimento da cidade, como: a implantação dos eixos estruturais e do sistema de transporte de massa, abertura de grandes avenidas, melhoramento dos logradouros, criação de áreas exclusivas para pedestres, "revitalização" da área central, instituição do "Setor Histórico", inauguração da Cidade Industrial, implantação de grandes parques públicos e ampliação das áreas verdes; bem como a definição de novos e rígidos parâmetros de uso e ocupação do solo, entre outros. Esse conjunto de intervenção também foi denominado e apresentado à sociedade como um processo de "humanização" da cidade, proporcionando qualidades funcionais e estéticas consideradas "indispensáveis" ao desenvolvimento "ordenado" de uma metrópole. A correlação desses fatores distinguiu Curitiba das demais experiências urbanas até então postas em prática no país e, mais notadamente, daquela realizada na Capital Federal na década de 1960. As propostas elaboradas pelo Instituto de Pesquisa e Planejamento Urbano de Curitiba - IPPUC, Prefeitura Municipal de Curitiba e pelo Estado, seriam reverenciadas e perseguidas por inúmeras cidades nas décadas seguintes, o que, na visão técnica, atestaria sua expressão de "vanguarda". Porém, pesquisas e abordagens investigativas desenvolvidas por diversas áreas do conhecimento, possibilitaram novas percepções sobre o contexto, evidenciando dificuldades da cidade em aplacar suas contradições, desigualdades espaciais e problemas ambientais e urbanos. A presente tese está centrada nos planos e projetos elaborados e implantados sob o discurso e a ideia da "humanização" da cidade, compreendendo o período de 1970 a 1983, analisando as relações entre transformações espaciais, infraestrutura, desenvolvimento urbano e imobiliário, bem com as correlações dessas propostas com as expectativas da população. A hipótese salienta que a proposta de "humanização" da cidade obteve, sim, o seu êxito, pois disponibilizou infraestrutura e novos espaços que contribuíram à melhoria da qualidade de vida da população. Contudo, esse processo foi desenvolvido dentro do âmbito da produção imobiliária de mercado, com vistas à potencialização do espaço-mercadoria; fato que, por si mesmo, inviabilizou a amenização das diferenças espaciais e sociais, além de opor-se ao direito ao espaço como valor de uso. Nessa perspectiva, as remodelações urbanas também representaram a implantação das condições gerais necessárias à produção imobiliária de mercado visando a acumulação de capital e, ao mesmo tempo, a imposição de um modelo de espaço diferenciado para ser consumido, acessível apenas aqueles dispostos ou em condições de pagarem pelo seu usufruto.

The urban planning of Curitiba has been established as an intervention "model" for major cities. The fact that its proposals addressed such issues as urban development, environment, public space enhancement, urban identity, cultural heritage, respect for city scale and improvement of quality of life for users and residents is the premise for such recognition. Throughout the 1970's and in the early 1980's important urban projects were carried out which left their mark on the landscape and defined the expansion and growth of the city, such as: the implementation of the structural axes and the mass public transportation system, construction of large avenues, improvement of public places, creation of pedestrian zones, "revitalization" of the city centre, establishment of the "Historical Sector", opening of the Industrial District, creation of large public parks and expansion of green areas as well as the definition of new and strict parameters for land use and occupation, amongst others. This set of interventions was also named and presented to society as a city "humanization" process to provide functional and aesthetical features regarded as "indispensable" for the orderly development of a metropolis. The correlation between such factors made the urban experience carried out in Curitiba stand out from those so far conducted elsewhere in Brazil and, more notably, the one in the Federal Capital during the 1960's. The proposals made by Instituto de Pesquisa e Planejamento Urbano de Curitiba - IPPUC (Institute for Research and Urban Planning of Curitiba) and both the local and the state governments would be admired and pursued by countless other cities in the following decades which, from a technical stance, would attest to its avant-garde expression. Nevertheless, research and investigative approaches from various fields of knowledge enabled new insights into the context, evincing the city's difficulties in mitigating its contradictions, spatial inequalities and environmental and urban problems. This dissertation centres on plans and projects made and implemented under the discourse and the idea of city "humanization" from 1970 to 1983. It analyses the relationships between spatial transformations, infrastructure, urban and real estate development as well as the correlations between such proposals and the population's expectations. The hypothesis states that the proposal of city "humanization" was indeed a successful one in that it provided infrastructure and new spaces which contributed to the population's improved quality of life. However, this process was developed within the scope of market-oriented real estate production with the purpose of taking advantage of space as merchandise, which in turn prevented the mitigation of spatial and social inequalities and opposed the right to space as use value. From this perspective, urban remodeling also represented the provision of the general conditions required by market-oriented real estate production aimed at capital accumulation. At the same time, it imposed a model of specialised spaces for consumption affordable only to those willing or able to pay to enjoy them.
