O Brasil é conhecido por sua disponibilidade hídrica satisfatória. Entretanto, existe uma distribuição espacial desigual desse recurso no país. Tais características, associadas à forte concentração econômica, têm feito com que algumas regiões enfrentem restrições na disponibilidade de água doce. Neste trabalho, a fim de identificar os principais responsáveis pela utilização da água no Brasil, calcularam-se os coeficientes técnicos diretos de captação, consumo e retorno de água, as vazões e os volumes de uso desse recurso, os fluxos inter-regionais de Água Virtual e as Pegadas Hídricas das atividades econômicas de cada uma das Bacias Hidrográficas do Plano Nacional de Recursos Hídricos (PNRH). Com base nessas informações, verificaram-se os impactos do atual padrão de uso da água sobre os Balanços Hídricos locais e, em seguida, sugeriram-se algumas aplicações dos resultados encontrados. A fim de atender os objetivos propostos, estimou-se um sistema inter-regional de insumo-produto com 50 setores e 56 regiões para o ano de 2009. Entre os principais resultados, destaca-se que a Bacia Hidrográfica Litoral AL PE PB foi a principal responsável pela captação de água no país, ao mesmo tempo em que apresentou o pior Balanço Hídrico no período. Além disso, verificou-se que a Bacia Tietê foi a principal região do ponto de vista da demanda de água. No que refere aos fluxos inter-regionais entre as Bacias, constataram-se que a interdependência hídrica foi maior que a interdependência econômica e que 66% do volume de Água Virtual exportado entre as regiões foram provenientes de Bacias onde o Balanço Hídrico era no mínimo preocupante. A partir dessas informações, verificaram-se que as referidas exportações ameaçaram a disponibilidade hídrica da maioria das Bacias com Balanços Hídricos acima do nível sustentável. Com relação às aplicações sugeridas, constataram-se que as mudanças climáticas podem fazer com que Bacias adicionais passem a apresentar um Índice de Exploração da Água maior que o nível sustentável e podem piorar o Balanço Hídrico de algumas Bacias localizadas no Nordeste. Diante disso, o emprego de tecnologias de produção mais eficientes no uso dos recursos hídricos, em relação àquelas verificadas pela presente pesquisa, pode se configurar em uma importante medida de mitigação, pois tem o potencial de melhorar significativamente os Balanços Hídricos das Bacias brasileiras. Nesse sentido, destacam-se como demais alternativas: (i) a mudança na composição de algumas economias locais em direção às atividades menos intensivas em água; (ii) importação de bens e serviços intensivos em recursos hídricos, os quais devem ser provenientes de regiões abundantes em água; (iii) políticas regulatórias que impeçam a extração desse recurso acima do limite sustentável; e (iv) o reúso e a transposição de água. Assim, concluem-se que em algumas Bacias Hidrográficas as exportações de Água Virtual contrapõem-se ao esperado do ponto de vista da segurança hídrica. Desse modo, demandam-se políticas públicas que promovam a utilização dos recursos hídricos escassos de maneira menos intensiva nessas regiões.

Brazil is known for its satisfactory water availability. However, there is an uneven spatial distribution of this resource in the country. These characteristics, combined with the strong economic concentration, have caused some regions to face scenarios of water restrictions. In this work, the objective is to identify the main water users in Brazil. To achieve this goal, it were calculated the direct technical coefficients of withdrawn, consumption and return of water, volume of water use, the Virtual Water interregional flows and the Water Footprints of the Hydrographic Basins of the National Water Resource Plan. Based on this information, the impacts of the current water use pattern on the local Water Balance were verified and then some applications of the results were suggested. In order to meet the proposed objectives, an interregional input-output system with 50 sectors and 56 regions for 2009 was estimated. Among the main results, it is worth noting that the Hydrographic Basin Litoral AL PE PB was the main responsible for water withdrawn in the country, while it presented the worst Water Balance. In addition, it was verified that the Tietê Basin was the main region from the water demand point of view. Regarding the interregional flows among the Watersheds, it were verified that the water interdependence was bigger than economic interdependence and that 66% of exported Virtual Water volume among the regions came from Basins where the Water Balance was critical. From this information, it was found that these exports affected the water availability of some Basins with an unsustainable Water Balance. In relation to the suggested applications, it has been found that climate change can make that more Basins shows unsustainable Water Exploitation Index and let the Water Balance of Basins located in Northeast region worsen. Therefore, the use of more efficient production technologies in the use of water resources can be an important mitigation measure since it has the potential to significantly improve the Water Balance of the Brazilian Basins. Among the other policies in this sense, it was highlighted: (i) the change in the composition of some local economies towards less water-intensive activities; (ii) import of goods and services that are intensive in water from water-rich regions; (iii) regulatory policies that prevent the extraction of this resource beyond of the sustainable limit; and (iv) water reuse and transposition. Thus, it can be concluded that in some Hydrographic Basins the exports of Virtual Water counteract what is expected from the water security point of view. Front of that, public policies are required to promote the use of scarce water resources in a less intensive way in these regions.
