Na trajetória brasileira recente, os experimentos em torno da idéia de desenvolvimento local vêm ganhando clara visibilidade e têm se tornado uma peça-chave no novo ciclo de crescimento do país, tanto por razões econômicas quanto por razões de natureza social. No entanto, vários autores destacam um obstáculo nesse processo de desenvolvimento, que é a falta de estruturação para o direcionamento e alocação eficiente dos esforços públicos e privados. Neste contexto, o trabalho propôs desenvolver uma ferramenta para analisar as indústrias nacionais, fornecendo aos gestores públicos e atores institucionais um aparato prático para promover o desenvolvimento local. Foi construído um novo modelo de ciclo de vida, o setorial, orientado por um índice, intitulado índice de desenvolvimento setorial, que identifica o estágio de desenvolvimento dos setores industriais. O índice, concebido a partir da função que melhor discrimina as fases de desenvolvimento do ciclo dos setores industriais, é composto por quatro variáveis (participação na exportação do país, número de empresas com patentes em vigor, participação de mercado e número de empresas), as quais representam, respectivamente, as estruturas setoriais analisadas: competitiva, tecnológica, produtiva e social. A ferramenta proposta visa tornar-se fonte de subsídios para o projeto de diretrizes, ações e formulação de estratégias de desenvolvimento, tanto no âmbito das políticas públicas, quanto daquelas iniciativas que deveriam ser adotadas pelo setor privado, a partir de estímulos e mecanismos de indução ou apoio aos setores industriais.

In the recent trajectory of the world, experiments involving the local development issue have been increasing and becoming an important key for the new development cycle of the country, for both economical and social reasons. However, many authors have pointed out an obstacle to the development process, which is the structural lack for the efficient aiming and allocation of private and public efforts. In this context, this study proposed to develop a tool for the analysis of the national industries, providing public managers and institutional active agents with a practical device for the promotion of local development. A new model of life cycle, which is the sectorial one, guided by an index, entitled index of sectorial development, that identifies the stage of development of the industrial sectors. The index, built starting from the function that best discriminates the phases of development of the cycle of the industrial sectors, it is composed by four variables (participation in the export of the country, number of companies with patents in energy, market share and number of companies), which act, respectively, the sectorial structures analyzed: competitive, technological, productive and social. The proposed tool aims to become a subsidy source for the directive project and the formulation of development strategies and actions, concerning the public policies and also the initiatives which should be adopted by the private sector, starting with stimulus and mechanisms of induction or support to the industrial sectors.
