A pesquisa trata dos serviços terceirizados de limpeza predial, frequentemente negligenciados pelos gestores e pela academia, mas extremamente relevantes, tanto do ponto de vista operacional quanto em termos econômicos, já que um ambiente sujo se torna insalubre e a limpeza é um dos principais consumidores de recursos de custeio das organizações. O trabalho se propõe a transitar nos contextos da Contabilidade Gerencial e da área de Facilities Management, interseção ainda inexplorada pela literatura. No setor público federal brasileiro, as universidades são as maiores contratantes do serviço de limpeza, razão pela qual foram escolhidas para comparação de custos, com objetivo de identificar, por meio dos parâmetros de contratação, os elementos determinantes dos custos contratuais. Por meio de um benchmarking com as quatro instituições mais eficientes e as cinco menos eficientes nos gastos com limpeza, comprovou-se que existem expressivas diferenças de custo de limpeza nas universidades federais brasileiras, explicadas, principalmente, pelas diferentes produtividades adotadas. As produtividades, por sua vez, são consequência do ambiente institucional, experiência, planejamento (projeto do serviço), tecnologia, treinamento (competências e habilidades), qualidade esperada, volume de usuários, projeto do prédio, sendo esses os principais determinantes de custo identificados. Paralelamente, comparam-se os padrões de produtividade brasileiros com os norte-americanos, assim como o modelo de contratação entre os dois países, discutindo, nesse comparativo, o espaço de aperfeiçoamento que existe na Administração Pública brasileira para melhorar a eficiência na terceirização. Como exemplo disso, se todas as 41 universidades federais que compuseram o universo de pesquisa tivessem o mesmo nível de desempenho da instituição mais eficiente, poderiam ser economizados R$ 1,5 bilhão em cinco anos.

The research deals with outsourced building cleaning, often overlooked by managers and academy, but extremely important, both from an operational standpoint as in economic terms, since a dirty environment becomes unhealthy and cleaning is a major consumer of resources from organizations. The work is proposed to be carried forward in the context of Managerial Accounting and the area of Facilities Management, intersection unexplored in the literature. In the Brazilian federal public sector, universities are major contractors of cleaning service, why were chosen for comparison of costs, in order to identify, through the parameters of engagement, the determinants of contract costs. Through benchmarking with the four most efficient institutions and the five least efficient in cleaning costs, it was shown that there are significant differences in cost of cleaning in the Brazilian federal universities, explained mainly by different productivities adopted, which are a consequence of the institutional environment, experience, planning (design services), technology, training (skills and abilities), expected quality, volume of users, building project, these being the main determinants of cost identified. In parallel, we compare the standards of productivity in Brazil and USA, as well as contracting models between the two countries, arguing, in this comparison, there is space for improvement in the Brazilian public administration to improve efficiency in outsourcing. As an example, if all 41 federal universities that comprised the research universe had the same level of performance as the most efficient institution, 700 millions US dollars could be saved in five years.
