A presente tese tem por objetivo retratar aspectos do mercado de trabalho de pessoas com deficiências e de reabilitados profissionalmente pelo Instituto Nacional do Serviço Social (INSS), bem como analisar como a mobilidade de ocupação afeta os salários e as horas trabalhadas das pessoas que passaram a ter algum tipo de limitação e foram reabilitadas profissionalmente. O serviço de reabilitação é importante pois caso as pessoas fiquem impossibilitadas de realizar as mesmas funções que realizavam, elas serão treinadas para desenvolver outras habilidades e ocupar novas funções. A hipótese é que haja uma redução nos salários do trabalhador que foi reabilitado e mudou de ocupação, após o processo de reinserção no mercado de trabalho, tendo em vista que ele passa a se defrontar com situações comuns de uma pessoa com deficiência, em que, muitas vezes, os salários são inferiores ao das pessoas que não possuem deficiência. O presente estudo trata-se de um avanço na literatura econômica nacional por ser o primeiro a tratar do tema. Para avaliar esse efeito, foi utilizada a estratégia de diferenças em diferenças generalizadas (GDD). E como forma de verificar a robustez dos resultados econometricos, optou-se por também utilizar a técnica do balanceamento por entropia. Além disso, foram utilizados os microdados da Relação Anual de Informações Sociais (RAIS) para o período de 2007 a 2015. Entre os principais resultados, observaram-se efeitos positivos nos salários para o profissional reabiltado quando mudou de ocupação. Já quanto às horas trabalhadas, houve efeitos positivos somente em alguns modelos. Nas regiões analisadas, também foram encontrados efeitos positivos nos salários, mas nas horas trabalhadas somente a região Sudeste apresentou efeito positivo com relação a mudança de ocupação e não houve efeito nas demais regiões analisadas.

The present dissertation take de objetive is to present review the labor market aspects of people with disabilities and professionally rehabilitated by the "Instituto Nacional do Serviço Social" INSS, as well as to study how occupational mobility affects the wages and hours worked of people who did not have any type of disability, but had some limitation and had to be professionally rehabilitated. The rehabilitation service is important because if people are unable to perform the same functions they performed, they will be trained to develop other skills and occupy new functions. The hypothesis is that there is a reduction in the wages of the worker who was rehabilitated and changed his occupation after the process of reinsertion in the labor market, considering that he starts to face common situations of a person with disabilities, in which, often, wages are lower than those of non-disabled people. This study is an advance in the national economic literature as it is the first to address the issue. To evaluate this effect, we used the generalized differences-in-differences strategy (GDD). And as a way to verify the robustness of the econometric results, it was also decided to use the entropy balancing technique. In addition, the "Relação Anual de Informações Sociais" (RAIS) microdata for the period 2007-2015. Among the main results, there were positive effects on salaries for the rehabilitated professional when he changed his occupation. As for the hours worked, there were positive effects only in some models. In the analyzed regions, positive effects on wages were also found, but in the hours worked only the Southeast region had positive effect regarding the change of occupation and there was no effect in the other regions analyzed.
