Com a preocupação com os riscos relacionados à sanidade na avicultura, o Programa Nacional de Sanidade Avícola (PNSA), um dos principais instrumentos de política sanitária para este setor, na alçada do governo federal, visa orientar e criar mecanismos para prevenir e combater as doenças avícolas. Entre essas doenças, a Influenza Aviária, as salmoneloses, as micoplasmoses e a Doença de Newcastle são responsáveis pelas maiores perdas do setor a nível mundial. Um dos elementos de maior relevância na estrutura de prevenção da introdução e disseminação dessas doenças é a inspeção de produtos importados nos pontos de entrada do país (portos, aeroportos e fronteiras secas), via serviço de vigilância (Vigiagro/Ministério de Agricultura, Pecuária e Abastecimento - MAPA). Destaca-se também o exame de amostras resultantes das ações de fiscalização que, no caso da Influenza aviária (IA) e da Doença de Newcastle, passa pelo serviço de laboratórios oficiais - Lanagros, do MAPA. Nesse contexto, o presente trabalho teve como objetivo discutir a importância econômica dessas doenças, principalmente no que se refere aos efeitos sobre o comércio internacional, e avaliar os potenciais impactos que surtos de Influenza Aviária teriam sobre a economia do Brasil. Foram construídos cenários para situações distintas em termos de duração dos efeitos dos choques sobre as vendas externas de frango e outros produtos avícolas e de probabilidades de ocorrência da IA. A partir desses impactos, a proposta foi identificar os benefícios gerados pelo controle e prevenção da introdução da IA em território nacional. Ou seja, estes benefícios foram projetados a partir de perdas evitadas pelo controle e prevenção da doença, destacadamente aquelas resultantes do abate de aves doentes e das que tiveram contato direto com as primeiras e da queda nas exportações de produtos avícolas. As situações foram caracterizadas utilizando parâmetros encontrados na literatura e a partir deles foram realizadas simulações, para uma janela de 10 anos, adotando o método de Monte Carlo. Entre os resultados alcançados, verificou-se que os benefícios dos serviços de prevenção à introdução da IA, aproximados pela atuação do Lanagro/SP e do Vigiagro, superam os seus custos. Esses resultados foram intensificados quando se assumiu um cenário que leva em conta a adoção de instrumentos de gestão sanitária mais modernos, previstos pela Organização Mundial de Saúde Animal (OIE), como a compartimentação. Dentre outros resultados das simulações, a relação benefício-custo apresentou, em média, valores superiores a 3. Embora os resultados se basearam em cenários hipotéticos, construídos com parâmetros e informações de outros países que já vivenciaram crises sanitárias devido à IA, e haja uma subestimação dos custos das políticas sanitárias e a não inclusão dos custos privados (do produtor e da indústria processadora) com a prevenção da doença, eles evidenciaram a importância econômica de se manter uma política sanitária de prevenção à entrada da Influenza Aviária. As perdas projetadas em eventuais situações de crise superaram em grande magnitude as despesas para manutenção das políticas preventivas pelo MAPA. O resultado encontrado demonstra que, comparativamente, a quantia investida em defesa agropecuária é pequena perto do montante que a cadeia produtiva de aves gera de renda e de divisas para o Brasil.

With the concern about the risks related to poultry health, the National Poultry Health Program (PNSA), one of the main health policy instruments for this sector, under the auspices of the federal government, aims to guide and create mechanisms to prevent and combat poultry diseases. Among these diseases, Avian Influenza, salmonellosis, mycoplasmosis and Newcastle disease account for the largest losses in the industry worldwide. One of the most important elements in the structure of prevention of the introduction and dissemination of these diseases is the inspection of imported products at the country's points of entry (ports, airports and dry frontiers), through a surveillance service (Vigiagro/Ministry of Agriculture, Livestock and Food Supply- MAPA). Also noteworthy is the examination of samples resulting from the inspection actions which, in the case of Avian Influenza (AI) and Newcastle Disease, go through the official laboratories service - Lanagros, MAPA. In this context, the objective of this study was to discuss the economic importance of these diseases, especially with regard to the effects on international trade, and to evaluate the potential impacts that outbreaks of Avian Influenza would have on the Brazilian economy. Scenarios were constructed for different situations in terms of duration of shocks effects on the external sales of poultry and other poultry products and the probability of occurrence of AI. From these impacts, the proposal was to identify the benefits generated by the control and prevention of the introduction of AI in national territory. That is, these benefits were projected from losses avoided by the control and prevention of the disease, especially those resulting from the slaughter of sick birds and those who had direct contact with the former and from the drop in exports of poultry products. The situations were characterized using parameters found in the literature and from them were carried out simulations, for a window of 10 years, adopting the Monte Carlo method. Among the results obtained, it was verified that the benefits of the services of prevention to the introduction of AI, approximated by the performance of Lanagro / SP and Vigiagro, exceed their costs. These results were intensified when one takes into account the adoption of more modern health management instruments, as foreseen by the World Organization for Animal Health (OIE), such as compartmentalization. Among other simulation results, the benefit-cost ratio presented, on average, values above 3. Although the results were based on hypothetical scenarios, constructed with parameters and information from other countries that have experienced health crises due to AI, and there is a underestimation of the costs of health policies and the non-inclusion of private costs (from the producer and the processing industry) to the prevention of the disease, they highlighted the economic importance of maintaining a sanitary policy to prevent the entry of Avian Influenza. The projected losses in eventual crisis situations far outweighed the expenses for maintaining the preventive policies by MAPA. The results show that, comparatively, the amount invested in agricultural defense is small close to the amount that the productive chain of poultry generates income and foreign exchange for Brazil.
