O desenvolvimentismo brasileiro, baseado em uma industrialização de baixos salários e em uma das sociedades mais desiguais do mundo, consolidou um modelo de desenvolvimento urbano baseado na segregação socioespacial e na ocupação de áreas periféricas, seja através da autoconstrução ou da promoção habitacional realizada pelo poder público. Sob a justificativa de que a terra é mais barata em regiões periféricas, essa forma de provisão continua a se manifestar no programa habitacional Minha Casa Minha Vida. Essa forma de produção de moradia e por consequência do território, incentivada ao longo de décadas, acabou por gerar uma ampla segregação socioespacial e trouxe ônus significativos para o poder público. Também não é segredo que a acumulação de capital nesse processo sempre teve o Estado como alavanca. Excetuando-se o período de atuação do BNH, jamais, na história do país, um único programa de provisão de habitação social construiu tanto como PMCMV, no entanto, o programa não aponta mudanças do modelo brasileiro de ocupação das cidades, como também, ratifica e amplia os interesses de mercado e o imperativo econômico de produção imobiliária. O fenômeno de crescimento do setor imobiliário nas cidades e a segregação socioespacial vêm se demonstrando presente não só nos grandes e médios centros urbanos, mas em todas as cidades em que o PMCMV se faz presente. Este trabalho investiga as dimensões da política habitacional que impactam a produção e reprodução espacial da cidade de Sertãozinho SP. A investigação e análise da produção habitacional está associada à análise dos aparatos jurídicos do município - Plano Diretor, PLHIS, legislações urbanas e sociais - visando compreender a relação desses instrumentos quanto à democratização da produção do espaço urbano e do acesso à moradia. Assim como, analisa de que forma as políticas e os arranjos institucionais traçados pelo PMCMV, favorecem as manobras por parte da elite à produção do espaço urbano, quer insuflando a demanda por habitação, quer preconizando a manutenção do mito de que, por si só, a expansão das áreas urbanas traz consigo desenvolvimento econômico e urbano, e, assim, ratificando ou intensificando processos de segregação e exclusão.

The Brazilian peripheral capitalist development model, based on the industrialization upon low wages, structured in one of the most unequal societies in the world, has consolidated an urban model based on socio-spatial segregation which promoted the occupation of peripheral areas, either through self-construction or through the promotion of housing estate initiatives by the government. Under the justification that the land is cheaper in the periphery, this form of housing provision was predominant and persists through the Minha Casa Minha Vida program. If the intense housing production in territories far from urban centers or even outside the urban sprawl, generated a wide socio-spatial segregation and a series of social problems that brought significant burden to the State, wouldnt be a secret that the accumulation of capital in the periphery is also triggered by the State. Except for BNH's acting period, never before a single program has built as much as PMCMV. In this sense, its success is unquestionable. However, the program is not set on the transformations of cities occupation model, based on socio-spatial inequities and urban sprawling, and even ratifies the interests and actions of the market and its economic imperative of real estate production. The growth of the real estate sector and the socio-spatial segregation are present in every city where the current PMCMV operates, regardless its size. Thereby, this work intends to investigate the housing policies dimensions, which impacts the spatial production and reproduction in Sertãozinho / SP. Such investigation will be associated to the analysis of the legal apparatus of the municipality - Master Plan, PLHIS, urban and social legislation - aiming to comprehend the effectiveness of these instruments in the production of urban space and housing access. It is also intended to analyze how the policies and institutional arrangements, established by the PMCMV, ratify or intensify processes of segregation and exclusion.
