O objetivo da tese consiste em analisar os mecanismos de supervisão de compliance aplicados pelo sistema interamericano de direitos humanos às decisões (sentenças e supervisões de sentenças) da Corte Interamericana de Direitos Humanos, proferidas no período de 01/01/2004 a 06/5/2013 contra Estados sul-americanos. A análise de quarenta casos contenciosos examina o panorama interamericano de cumprimento, assim como as características específicas dos julgados e a supervisão de cumprimento realizada pelo tribunal. Procura-se verificar se, como e quando estes elementos interferem no nível de cumprimento estatal ao longo do tempo. O teste empírico relaciona proposições teóricas sobre a possibilidade de organizações internacionais transformarem a atuação e os interesses estatais. Os achados permitem considerar o desenvolvimento histórico do sistema interamericano, sob o ponto de vista da burocracia internacional e reavaliar a efetividade do regime regional, sob a perspectiva da compliance.

Abstract in English
The aim of the thesis is to examine the supervision mechanisms of compliance applied by the Inter-American Human Rights Court to its decisions (judgments and supervision of sentences) against south-american States during 01/01/2004 to 06/5/2013. The analysis of forty contentious cases examines the inter-american panorama of compliance, as well as the specific features of the trial and compliance supervision. It seeks to determine whether, when and how these elements affect the level of state compliance over time. The empirical test relates theoretical propositions about the possibility of international organizations transform the performance and state interests. The findings allow us to consider the historical development of the Inter-American System from the point of view of international bureaucracy and to reassess the effectiveness of the regional arrangements, from the compliance perspective.
