Em 2003, foi criada a Secretaria Especial de Políticas de Promoção da Igualdade Racial/SEPPIR. Com isso, iniciou-se um movimento de articulação dentro do Estado para promover políticas de igualdade racial. Este trabalho analisa como a SEPPIR construiu, de maneira transversal, as políticas de promoção da igualdade racial. Por meio de uma revisão da literatura busca-se compreender o contexto histórico de criação da SEPPIR e os principais conceitos utilizados (articulação de políticas públicas e transversalidade). A partir disso, a metodologia adotada consiste em análise documental dos Relatórios de Gestão para compreender como a SEPPIR desempenhou o papel de formuladora e articuladora de políticas de promoção da igualdade racial com os ministérios de diversas áreas no período analisado (2003-2016). As entrevistas realizadas para esta pesquisa tiveram como objetivo responder e/ou refutar aspectos encontrados na revisão da literatura e na análise documental. Entre as principais conclusões, destaca-se o sucesso da SEPPIR em construir uma agenda de políticas de igualdade racial transversalizada, superando algumas das fronteiras invisíveis do racismo institucional que ainda vigora no Brasil

In 2003, the Special Secretariat for Policies for the Promotion of Racial Equality / SEPPIR was created. With this, a movement of articulation within the State was initiated to promote politics of racial equality. This paper analyzes how SEPPIR has transversally constructed policies to promote racial equality. Through a literature review, it is sought to understand the historical context of SEPPIR's creation and the main concepts used (articulation of public policies and transversality). Based on this, the adopted methodology consists of documentary analysis of the Management Reports to understand how SEPPIR played the role of formulator and articulator of policies to promote racial equality with the ministries of several areas during the period analyzed (2003-2016). The interviews conducted for this research aimed to answer and / or refute aspects found in literature review and documentary analysis. Among the main conclusions, we highlight SEPPIR's success in constructing an agenda of cross-racial racial equality policies, overcoming some of the invisible frontiers of institutional racism still prevalent in Brazil
