A presente pesquisa está centrada na participação da sociedade civil no projeto de alteração da Lei Orgânica do Município (LOM) de São Paulo. Instituído desde 2008, o Programa de Metas foi liderado pela sociedade civil organizada, que viria a culminar em um instrumento institucional que obrigaria o comprometimento de candidatos e prefeitos com as promessas realizadas na campanha eleitoral. Como primeiro projeto de iniciativa popular resultando na promulgação de uma lei, o PM será estudado nesta pesquisa a partir de um enfoque participativo da organização da sociedade civil com vistas a um projeto político. Como protagonista nesse processo, será levantada a história da Rede Nossa São Paulo (RNSP), no período de construção e aprovação do PM, com ênfase nos processos participativos estabelecidos. Assim, esta pesquisa se propõe a entender como foi realizada a articulação da RNSP, na construção e aprovação do PM em São Paulo. Para tal, procurar-se-á estabelecer o objetivo de entender e analisar as articulações da RNSP para a aprovação do PM no município de São Paulo. O arcabouço metodológico que sustenta a pesquisa está centrado em variadas estratégias, utilizando-se de levantamento bibliográfico, bibliométrico e documental, complementados com a realização de entrevistas para amparo empírico da pesquisa. A análise da coleta de dados será realizada a partir da análise de discurso e práticas discursivas, o que oferece a ligação com a literatura adotada. Para tal, elencou-se três eixos de análise, observando suas peculiaridades e inserção na literatura. O primeiro é o contato do ator com a RNSP, apontando para a forma de entrada, o sentimento de pertencimento à rede e o discurso utilizado. Tal eixo está amparado principalmente na literatura de sociedade em rede utilizada. Em seguida observar-se-á a questão da participação social, em suas formas predominantes de participação, dos atores privados e o tipo de participação presentes no projeto do PM. Por fim, busca-se um prognóstico de participação social a partir das estruturas da RNSP, onde está presente análises que colocam luz sobre precedentes participativos e possível aumento da capacidade de cidadania. Além de procurar entender como apresentou-se a articulação da RNSP para a aprovação do PM, esta pesquisa procura responder algumas questões: quem é essa sociedade civil organizada em rede? Como se dava essa organização? Quais foram os protagonistas sociais que levaram o projeto à sua aprovação? Que relações foram estabelecidas entre o Estado e a sociedade civil? Em que alicerces sociais estavam sustentadas?

The present research is centered on the civil society participation in the modification project of São Paulo´s County Organic Law (COL). Established in 2008, the Goals of Program (GP) was led by the organized civil society, that would come to culminate in an institutional instrument that would obligate the commitment of the candidates and mayors to the promises made in the election campaign. As first populars initiative project resulting in promulgation of a law, the PM will be studied in this research starting from a participative approach of civil society organization to comply with a political project. As protagonist in this process, will be adressed the history of Rede Nossa São Paulo (RNSP), in the GP´s construction and approval period, with emphasis on the established participatory process. Thus, this research proposes to understand how the RNSP articulation happened, in the construction and approval period of the PM in São Paulo. For such, it will seek to establish the objective to understand and analyze the RNSP articulations for the GP approval in the São Paulo County. The methodological framework witch supports the research is centered on several strategies, using a bibliographic, bibliometric and document survey, complemented by interviews for the research empirical support. The data collection analysis will be carried out from the discourse evaluation and discursive practices, which provides the link with the adopted literature. For this, three axes have been listed, observing its peculiarities and literature insertion. The first is the actors contact with the RNSP, pointing to the input form the feeling of belonging to the network and the discourse used. Such axis is supported mainly in the society network literature used. Then the social participation question will be observed, in its predominant participation forms, of the private actor and the participation types present in the PM project. Finally, it seeks a social participation prognosis from the RNSP structures, where are present analyzes that enlighten participatory precedents and possible increase in the citizenship capacity. In addition to seeking to understand how the RNSP articulation for the PM approval, this research pursues to answer some questions: who is this civil society organized network? How was this organization? Who were the social protagonists who took the project to its approval? What relations were established between State and civil society? In what social foundations were they sustained?
